GM! This is Tournai, one of the oldest towns in Belgium. It was the first capital of the Frankish Empire (the Empire of Charlemagne).
Though historically part of the County of Flanders, it has always been a French speaking city and now it is part of Wallonia, Belgium's French speaking region. The local language is tournaisien, a Picard dialect similar to that of other municipalities of Hainaut Province and Northern France.
